 A Proclamation on National Hispanic-Serving Institutions Week, 2023

The White House has issued a proclamation designating September 11-17 as National Hispanic-Serving Institution Week.

Joseph R. Biden Jr., President of the United States of America said in the proclamation, "Education beyond high school should be a ticket to the middle class — and across our Nation, more than 500 Hispanic-Serving Institutions have helped to make that promise real, opening the doors of opportunity a bit wider for generations of Hispanic college students. During National Hispanic-Serving Institutions Week, we celebrate their important work."

What is an HSI? Hispanic-Serving Institutions are public or not-for-profit degree granting institutions with 25% or more Latino undergraduate full-time equivalent enrollment. The defining characteristic of HSIs is their Hispanic enrollment, not their institutional mission.

What is an Emerging HSI? Emerging HSIs have between 15 and 24.9 percent undergraduate full-time equivalent Hispanic enrollment. While emerging HSIs do not have the critical mass of Latino student enrollment required to meet the definition of an HSI, these institutions may soon meet the criteria as their enrollment grows and Latino representation increases.
